British veterans of the Arctic Convoys will be allowed to accept and wear the Russian Ushakov Medal, the Foreign Secretary announced on 17 June 2013. This is a reversal of the previously held position and is an exception to the current rules governing the acceptance and wearing of foreign orders, decorations and medals.
Applications and eligibility for the Ushakov medal lies with the Russian authorities and veterans should contact the Russian embassy in London.
The timing of the announcement coincided with the visit to London by the Russian President, Vladimir Putin, who personally awarded several veterans with the medal at an award ceremony in Downing Street on 16 June 2013.
The context is the review currently underway by Sir John Holmes into the rules, principles and processes for medallic recognition of military campaigns. Sir John published his initial findings in July 2012 in the Military Medals Review and was subsequently asked by the Government to undertake further work based on the recommendations he made.
In the review Sir John criticised the application of the rules governing the acceptance and wearing of foreign awards. He described them as “in a muddle” and said there is “strong case” for the current rules to be reconsidered. He called for “new, simpler and more consistent rules” about when international medals can be accepted and worn
Sir John is still currently examining both the double medalling rule and the five year rule as part of his Review.
