The Plymouth Naval Memorial is one of three built by the Commonwealth War Graves Commission to commemorate the missing of the Royal Navy from the two world wars. The two others, which are almost identical, are situated at Chatham and Portsmouth. At Plymouth are named over 23,000 service personnel, 7,200 from the First World War and nearly 16,000 from the Second World War, who have no grave but the sea.
